Can the Public Trustee decide the legal fee for a Car Accident?

* The following below has been posted in the Public Trustee google review as to highlight to the Authority to look into the matter seriously and also appeal the Ministry Of Law to come out with a new system to protect the public(victim) interest for car accident in future but unfortunately google had some restrictions in posting and some attached file(s) cannot be seen.
